Today I ran into a frustrating issue with Outlook 2013 where a user received an error saying 'The operation cannot be performed because the message has changed.' or at times 'The operation failed. The messaging interfaces have returned an unknown error. If the problem persists, restart Outlook'. The errors would come up when she tried to send a message AFTER when Outlook was set to save a draft (in this case, 3 minutes). When this happened, she couldn't send the message and would have to copy and paste the contents into a new composed mail in order to send it. This was in a terminal server environment and she was using an Exchange account that's hosted on Office 365. While researching the issue online, I saw that users using POP3 and IMAP accounts were experiencing the same thing without a long-term resolution. The short-term resolution was to disable drafts completely but that was not acceptable here.
I tried recreating her Outlook profile, ran Outlook in safe mode (no addons), and extended the autosave for drafts from 3 minutes to no avail. Finally, I discovered the magic solution.

Go to Options > Mail > Conversation Clean Up > and uncheck 'When a reply modifies a message, don't move the original.'

I created an IMAP folder under my Gmail account in Outlook 2016 and I was trying to move a replied message to this folder and I was running into the same error message: 'Cannot move the items. The operation cannot be performed because the message has changed. I went and did the fix as stated above and unchecked the box 'when a reply modifies a message, don't move the original' but this fix did not fix my problem. I'm still receiving the same error message. Anyone else have any ideas?

I unchecked Don't Move Unread Messages and that worked, but just did a few tonight.

Tim it didn't work for me at first either. Had to shutdown and restart outlook and then it worked perfectly. Hope that helps

We fixed this problem in Outlook 2016 by removing the Outlook add-in included with
the installation of Adobe Acrobat DC ' Adobe Send & Track for Microsoft Outlook – Acrobat'. In Programs & Features, select Adobe Acrobat, and Change, then remove the Outlook portion of the installation (or you can user-by-user disable the above add-in in Outlook). - Pimientojacobsaenz Jun 18, 2018 at 10:03pm
Unchecking the last box in Conversation Clean-Up, as well as saving a copy of the email with pdf attachment worked for users up until today. Norcofan's solution regarding disabling the Adobe Send & Track add-in was the final solution for us.
However, I needed to disable through Outlook > Options > Add-Ins > Manage COM Add-Ins > Uncheck Adobe Send & Track for Outlook.

This has been driving me nuts!! This ' Go to Options > Mail > Conversation Clean Up > and uncheck 'When a reply modifies a message, don't move the original.' would fix it but only temporarily.
I've just disabled the Adobe Send & Track Add-in. I am hoping this is the permanent solution. I will post back.

I have another fix to this. I too did not have the adobe add-in installed and it was driving me nuts. I noticed that it only happens when I send Excel documents. So after much frustration, I ended up going to File Explorer to locate the document/spreadsheet, then right-clicked on the file and clicked 'Send to' then hit mail recipient. It will bring up the subject line as the name of the document, so if you're trying to reply to a prior e-mail, I would copy and paste the string/thread into Word to save it to paste into the new e-mail along with whatever subject line you had previously. Then add your recipients, and send the e-mail. It will work every time. If you do this from going into Excel or the application for the attachment that you are sending, it won't always work. Hopefully this works for you! I don't know if people are having issues with anything other than when they send an attachment, but it's the only time that message pops up for me.

I have tried everything else mentioned on the web.
Your reg edit has helped to delete any new junk mail that arrives, but not the emails that were in the folder prior to the reg edit.

I Experienced this issue when moving messages from a Gmail based account in Outlook.
I disabled Adobe Send & Track for Outlook and fixed the issue.
