If you've only just deleted a project of your own then you might be able to restore the iPad from its most recent backup, assuming the backup would have included the file that you have lost. You need to be careful what options you have for syncing however, otherwise iTunes may try to update the backup the moment you connect the device, removing the option to restore the files. - Be aware that storing a GarageBand song on iCloud from inside the GarageBand app and backing up your iPad locally or on iCloud are two different things. If any song was stored only on the iPad and wasn't pushed to the iCloud, then I guess it was deleted with the app.
